POTENTIAL TO IMPACT FLOODPLAINS JOINT BASE LANGLEY-EUSTIS, HAMPTON, VIRGINIA

The Air Force is preparing an Environmental Assessment (EA) for dredged material placement from maintenance dredging of the Back River Federal Navigation Channel Project located adjacent to Joint Base Langley-Eustis (JBLE - Langley).  This project is necessary to provide access and safe navigation in support of national defense to JBLE-Langley in Hampton, Virginia, from the Chesapeake Bay. The project identified in the EA may be subject to Executive Order (EO) 11988, Floodplain Management requirements and objectives. This notice complies with Section 2(a)(4) of EO 11988.

The EA will evaluate direct and indirect impacts of dredged material placement sites for maintenance dredging of the Back River Federal Navigation Channel.  This EA supplements the Back River Programmatic Dredging EA of June 2001, the Back River Channel Maintenance EA of April 1976, and the Messick Point, Back River EA of October 1998.

The Air Force requests advance public comment to determine if there are any public concerns regarding the project’s potential to impact floodplains.  The proposed project will be analyzed in a forthcoming EA and the public will have the opportunity to comment on the draft EA when it is released.
