    "The applicant proposes to mechanically dredge approximately 229,005 square feet (5.26-acres) and/or 26,559 cubic yards (CY) of subaqueous bottom to a maximum depth of -5.0 feet mean low water (MLW) in order to re-establish navigational access and attenuate siltation for the Old Donation Creek neighborhood in Virginia Beach, Va. The proposed project also includes the placement of six (6) new day markers and the relocation of one (1) day marker along the navigable channels. The project is composed of three distinct types of channels: the City spur channel, which leads off the main channel of the Western Branch of the Lynnhaven River to serve multiple neighborhood waterways; the neighborhood SSD channel, which will provide access to Old Donation Creek; and the individual access channels which provide access to individual properties. The dredge material will be taken by barge to the Thalia Creek transfer site and loaded onto trucks and transported to the Whitehurst Borrow Pit on Oceana Boulevard for disposal."     Researchers are using wind, wave, turbidity data and more to understand the conditions in the Tangier Federal Navigation Channel and harbor. The resulting computer model will help determine what type and size of jetty will protect the waterway and harbor from wave attack, ultimately saving the local watermen tens of thousands of dollars in repair costs during storms.
  • Corps responds to emergency dredging in Thimble Shoals federal channel

    NORFOLK – Hazardous shoaling in the Thimble Shoals federal navigation channel launched action between local and federal agencies as they raced to reopen a closed navigation lane. The Virginia Pilots Association alerted the Norfolk District, U.S. Army Corps of Engineers, of the hazard on March 13, and within hours, a survey team was mobilized.

    The Norfolk District is proposing the issuance of two new Regional Permits (RP-01 and RP-02, formerly LOP-1 and LOP-2, respectfully) and the revision and reissuance of seven Regional Permits (RP-05, RP-15, RP-17, RP-18, RP-19, RP-20, and RP-22). All of the above-referenced permits are currently in effect, but will expire on August 14, 2013 with the exception of RP-05 and RP-20. RP-05 and RP-20 are set to expire on October 5, 2016 and May 25, 2017, respectfully.

The application involves the review of the six year old construction of an earthen dam, which impounded a perennial stream, thus impacting approximately 1947 linear feet and an undetermined amount of wetlands that may have been associated with the stream system.

    On March 13, 2013, Regulatory released a public notice regarding preceding precipitation conditions for shallow groundwater well monitoring associated with wetland determinations. Based on analysis of several rainfall recording stations and reference groundwater monitoring wells within the Hampton Roads region, the Norfolk District has determined that antecedent precipitation conditions for shallow groundwater well monitoring associated with wetland determinations has been within or above normal ranges.

    This revised Environmental Assessment has been prepared to assess the potential impacts of the expansion of Arlington National Cemetery, known as the Millennium Project. The revised EA takes into account comments received on the initial EA.
  • Coastal Zone Management Act and the Norfolk District Regulatory Program

    Prior to final issuance of any Corps permit, the applicant must obtain a Virginia Department of Environmental Quality (DEQ) Coastal Zone Management Act (CZMA) federal consistency concurrence (for activities affecting the Coastal Zone) and a DEQ 401 certification. Proof of these approvals must be provided to the Corps before issuance of any Corps standard permit. A permit will not be granted until the required certifications have been obtained or waived. This public notice announces new CZMA procedures intended to facilitate this process.

    Gamesa Energy USA, LLC has requested a permit to install, maintain, and operate a single 5-Megawatt offshore turbine generator prototype and its supporting infrastructure near Cape Charles, Virginia. The project will include the permanent alteration of 215 square feet of subaqueous bottom for the installation of a monopole foundation, and approximately 16, 240 square feet of subaqueous bottom at the base of the monopole foundation will be permanently altered by the installation of rock armoring for scour protection. Public comment period ends March 29, 2013.
  • Arlington National Cemetery to share design for Millennium expansion project

    Arlington National Cemetery is interested in sharing information about the new design and obtaining public feedback about the project, and has scheduled an open house and site visit on Saturday, March 16 from 1 to 4 p.m. The open house will begin with a briefing at the Women In Military Service for America Memorial (WIMSA) and then transition to a site visit of three areas associated with the Millennium Project.
