The Living River Restoration Trust is modifying its In Lieu Fee program instrument. The proposed modification will provide the public with off-site compensatory mitigation credits for unavoidable impacts to wetlands, oyster reefs, mudflats, subaqueous bottom, and other waters in the Elizabeth River Watershed.
