    The site sponsor proposes to design, construct, and steward a compensatory wetland and stream mitigation site which is known as LJ-15 Chippokes Creek (Bacon’s Castle). The purpose of the mitigation project is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to stream and other waters of the United States in the Lower James Drainage basin. The goal of the mitigation site is to provide appropriate mitigation for impacts, within the authorized service area, by performing stream, wetland and riparian buffer preservation and restoration.

    Dominion Virginia Power proposes to construct a new electrical transmission powerline and associated infrastructure, known as Surry - Skiffes Creek - Whealton project, consistent with the North American Electric Reliability Corporation (NERC) standards. The proposed project will begin in Surry County at the Surry Nuclear Power Plant, cross the James River near Skiffes Creek in James City County, and continue through Newport News, York County, and Hampton to the existing Whealton Substation. The project is located within the Lower James and Lynnhaven-Poquoson watersheds, (Hydrologic Unit Codes 02080206 and 02080108). Public comment period ends: September 27, 2013
