    Local Army engineer district changes leaders

    On June 13, 2018, Col. Patrick Kinsman will assume command of the Norfolk District, U.S. Army Corps of Engineers from Col. Jason Kelly, in a Change of Command ceremony set for 10 a.m. at the city of Norfolk’s Half Moone Center here.
