Mr. Keith Lockwood serves as the Norfolk District’s Chief, Water Resources Division. In this role, Mr. Lockwood serves as the senior advisor to the commander on areas encompassing the water resources challenges and needs within the district area of responsibility, including the Norfolk District’s planning, operations and regulatory programs.
