Troy Collins is the Deputy District Engineer for Project Management and the Chief, Project Management Division for the Norfolk District. In that capacity, he provides executive oversight for all aspects of the District’s planning, engineering, construction, water resources and real estate activities.
He earned a Bachelor of Science degree in agriculture and environmental engineering from Rutgers University and a master’s degree in civil engineering from the University of Washington. He is a registered Professional Engineer in New York, Florida, and Washington; and a Professional Civil Engineer in California, and is a registered Project Management Professional.
Mr. Collins’ career with the U.S. Army Corps of Engineers spans more than 20 years, and for the past nine years, he has held senior leadership positions throughout the Corps.
Before joining the Norfolk District, Mr. Collins most recently served as the Deputy District Engineer for programs and project management for the Transatlantic District - North, a position he held twice, once as a civilian and previously as a major in the Army Reserve. Both times he worked with combatant commanders, State Department officials and Afghan leaders, providing leadership and guidance for planning, programming, design, construction and closeout of projects for military construction, the commander’s emergency response program and construction management for Afghanistan national security forces projects.
Prior to deploying for a second time to Kabul, he served as the Jacksonville District Gulf Coast Area Engineer, managing the contract administration, quality assurance and safety on projects within Southwest Florida, which totaled $210 million. Mr. Collins worked key projects such as the Comprehensive Everglades Restoration Program, dredging and beach renourishment projects in the Tampa, Fla., area and other communities along the Gulf of Mexico.
He has also served as the senior civilian for the Fort Worth District, where he was responsible for military construction, maintenance and repair projects and Base Realignment and Closure projects for the Army and Air Force in Texas.
Mr. Collins previously served as the Chief, Program Management and Construction for all military construction projects in Iraq, where he was responsible for managing construction totaling $18 billion.
