Mr. Thomas (Tom) Booth, P.E., PMP, is the Acting Chief, Engineering Division for the U.S. Army Corps of Engineers, Norfolk District. He is responsible for a multidisciplinary, professional workforce that provides engineering engineering services in support of Norfolk District’s diverse mission.
As acting chief of the Engineering Division, Mr. Booth oversees technical management, design, cost estimating, value engineering, and AE acquisition across a broad spectrum of programs, including Military Construction (MILCON), Civil Works (CW), Operations and Maintenance (O&M), Hazardous, Toxic, and Radioactive Waste (HTRW), and Dam and Levee Safety. He also manages the Department of Defense Education Activity (DoDEA) Design Center and the Center of Standardization (COS) for various facility types. Additionally, under his leadership, the Engineering Division contributes to emergency operations and administers the CP-18 Career Program for Engineers, Scientists, Resources, and Construction within the District.
Mr. Booth began his civil service career in 2010 with the Norfolk District, serving as a Project Engineer on various construction projects at field offices located at Langley Air Force Base, Fort Eustis, and Fort Walker. He later transitioned to the Norfolk District headquarters, where he held roles including DoDEA Design Center Program Manager and Deputy Chief of the Engineering & Construction Division.
Mr. Booth holds a Bachelor of Science degree in Aerospace Engineering from Embry-Riddle Aeronautical University and a Master of Science degree in Engineering Management from the University of Missouri–Rolla. He is a graduate of the Engineer Officer Basic and Advanced Courses, earning recognition as a Distinguished Military Graduate in both. Mr. Booth is also a graduate of Command and General Staff Officer Course, a licensed Professional Engineer, a certified Project Management Professional (PMP), and holds Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Contracting and Facilities Engineering.
