NAO-2019-01099 (Elbow Road Widening Phase II, Chesapeake, Virginia)

The proposed Elbow Road Widening Phase II project is designed to address various transportation concerns along Elbow Road. A traffic study was conducted by Clark Nexsen in October 2019 and revealed current and anticipated traffic needs for the existing roadway. According to the report, the two-lane roadway currently operates at a Level of Service (LOS) D and is projected to degrade to a LOS E by the year 2030-2031. Therefore, to address traffic/congestion needs, the report recommended a four-lane road section. Comments should be received by the close of business on November 29, 2024.

NAO-2018-00983 (Luck Stone Crewe Quarry Project, Nottoway County, Virginia)

Luck Stone Corporation continues to requests authorization to construct a granite quarry pit with appurtenant facilities on 334.9 acres along the southern side of Hudson Road and Eleven Oaks Road down to Lazaretto Creek in the Town of Crewe and Nottoway County, Virginia. On February 9, 2023, a public notice was issued. Based on the results of a renewed wetland delineation, impacts were under reported by 0.5 acres of wetlands and 948 LF of stream channel. The limits of disturbance for the proposed project remain the same. Permanent impacts are now reported to be 1.35 acres of palustrine non-tidal wetlands and 8,444 linear feet of stream channel. Comments should be received by the close of business November 22, 2024.

The applicant is proposing to construct a single-family residential development consisting of approximately 47 lots with interior roads, site utilities, and stormwater management practices. As proposed, the project will permanently impact a total of 2.86 acres of palustrine forested (PFO) wetlands, and 0.04 acre of palustrine unconsolidated bottom (PUB) tributary. The proposed impacts will result from grading and fill associated with the construction of the planned residential housing, interior roads throughout the development, site utilities, and stormwater management infrastructure. The purpose of the project is to construct single-family residential homes in a highly desirable area of Chesapeake, Virginia. The need for the project is to provide single-family residential housing in a desirable area that has a shortfall of new available housing.
