    Chesterfield County Department of Parks and Recreation is proposing an undertaking to construct a new access point to the Dutch Gap Conservation Area and includes and access road from Coyote Drive, a 50-car parking lot, a lower 5-car ADA compliant parking lot, canoe launch, a pedestrian bridge over the Old James River channel, a stone dust trail that connects to existing trails on Farrar Island in the Dutch Gap Conservation Area for the purpose of providing park access to the public while Henricus Park Road is closed for removal of coal combustion residuals at the Dominion Energy Chesterfield Power Station. The project will adversely affect two archaeological sites. In compliance with regulations implementing Section 106 of the National Historic Preservation Act (NHPA), the Norfolk District is soliciting comments on the proposed project from the public; federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects. Public comments should be received by the close of business on June 14, 2023.

    The applicant proposes construction an organic mulching facility at 20751 and 20901 Hull Street Road, Chesterfield, VA. The proposed project will permanently impact 0.47 acre of non-tidal forested wetland (PFO) and 0.05 acre of non-tidal emergent wetland (PEM).
