The purpose of the mitigation bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to non-tidal streams in the James River Watershed.     The applicant, Elizabeth River Crossings, OpCo, LLC is proposing modifications to the Midtown Tunnel construction permit which was originally issued in November 2012 for work in the Elizabeth River in the cities of Norfolk and Portsmouth. These modifications include deeper dredge cuts to remove unsuitable materials, revisions to the location and design of three temporary piers, and the use of timber pilings to support turbidity curtains. Public comment period ends Jan. 31, 2013.
