Ms. Laura Boyle

Chief, Resource Management Office

Ms. Laura Boyle is currently the chief of the Norfolk District Resource Management Office. In this position, she serves as the district’s chief financial officer and as principal advisor to the district commander on resource and fiscal law issues. She directs the district’s accounting, budgeting, management analysis, manpower, program analysis and internal control programs. In addition, she serves as an advisor to the North Atlantic Division resource management officer on regional issues.  Boyle holds Master of Business Administration and Master of Public Administration, both of which she earned from Syracuse University.

Ms. Boyle has been an Army civilian for approximately twelve years; seven of which have been with the U.S. Army Corps of Engineers. She began her career with the Wilmington District as a financial management analyst. She then went to the Baltimore District to complete a rotation in the resource management office and was then selected for a permanent accountant position. She later returned to the Wilmington District as a budget analyst.

After nearly four years at the Wilmington District, Boyle left the Corps of Engineers to work as a budget analyst at the U.S. Africa Command, a joint four-star Combatant Command in Stuttgart, Germany.  She later became a supervisory budget analyst for the Headquarters Activities Branch in the Comptroller Division of the Resources Directorate.

After attending Syracuse University, Boyle worked in the Office of the Assistant Chief of Staff for Installation Management as a program analyst, where she was responsible for the Security and Force Protection portfolio within the Installations Program Evaluation Group. 

Ms. Boyle is a certified defense financial manager with an acquisition specialty and is a member of the American Society of Military Comptrollers.
