Mr. Tom Emerick is the District Counsel for the U.S. Army Corps of Engineers Norfolk District. As the District Counsel, he manages an office of eight attorneys and two paralegals and is responsible delivering legal advice to the Norfolk District.

Prior to becoming the District Counsel in June 2018, Mr. Emerick served 23 years in the U.S. Coast Guard where he held numerous legal and non-legal positions, including his last position as the Commanding Officer of the Coast Guard Legal Service Command. Retired as a Captain in June 2018.

Mr. Emerick’s personal awards include the Legion of Merit, the Department of Homeland Security General Counsel’s Leadership Award, and the American Bar Association’s, Standing Committee on Armed Forces Law, Outstanding Career Service Judge Advocate Award.

Mr. Emerick graduated from Waynesburg College, with a degree in Political Science and Secondary Education; George Washington University with a Master of Public Administration; and The Eisenhower School, National Defense University with a Master of Science in National Resource Strategy with a concentration in Healthcare Strategy. He received a Juris Doctor from Ohio Northern University and is a member of the Pennsylvania Bar.

Mr. Emerick is active in the community and is a volunteer soccer and basketball coach.
