VIRGINIA BEACH, Va - Next to the pier at Fort Norfolk are six Taylor floats - each built by volunteers using eight pieces of PVC. The PVC is assembled using primer and glue where the pieces of PVC are joined together. Employees from Norfolk District, U.S. Army Corps of Engineers, partnered with Jessica Grell's fourth grade class from Seatack Elementary School in Virginia Beach to create a sanctuary oyster reef along the shores of Norfolk District's property.
