    Clearwater Mitigation III, LLC proposes to establish a wetland mitigation bank in New Kent County, VA. The proposed bank site, known as Between the Bridges Mitigation Bank, is an approximately 62-acres site located south of Pocohontas Trail and Interstate 64, west of Courthouse Road, and east of Adkins Road (Route 618), adjacent to Jones Run, within the Middle James River Watershed.

    The Norfolk District, U.S. Army Corps of Engineers (Corps), is notifying the public of changes to the District’s Regulatory Program practices related to requests for jurisdictional determinations (JD) and confirmations of delineations of aquatic resources.
  • 408-NAO-2025-0048 (Cape Charles City Harbor)

    The U.S. Army Corps of Engineers Norfolk District has received a request from Coastal Precast Systems for permission to alter the Cape Charles City Harbor Federal Navigation Project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (Section 408). The proposed improvements include construction of a new boat launch ramp and temporary moorings to support the reconstruction of the Francis Scott Key Bridge in Baltimore Harbor. The temporary moorings would be removed upon completion of the Key Bridge project, while the boat ramp would remain permanently to provide barge maintenance service at the Coastal Precast Systems facility. Written comments must be received by August 29, 2025.
  • NAO-2023-02674 (Skyhill Court Subdivision, Loudoun, Virginia)

    The Evergreene Companies, LLC is proposing to construct a six-lot residential subdivision and associated infrastructure within two parcels of land totaling approximately 7.3 acres. The work will result in permanent impacts to 3,248 square feet (0.07 acres) of nontidal emergent wetlands. In compliance with regulations implementing Section 106 of the NHPA, the Corps is soliciting comments on the proposed project from the public; federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects. The Corps is requesting comments to assist in evaluation of the effects of the project on historic properties and evaluation of alternatives or modifications which could avoid, minimize, or mitigate adverse effects on historic properties.

    The Sponsor proposes to design, construct, establish, and operate a compensatory mitigation bank for the purpose of providing off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. The Sponsor has proposed that the Bank will consist of one site, the Bridgeport Mitigation Bank. The Site includes approximately 155 acres. All work is proposed to occur in Buckingham County, Virginia.
