NOTICE OF RELEASE OF THE ENVIRONMENTAL ASSESSMENT FOR THE WARWICK RIVER NAVIGATION IMPROVEMENTS PROJECT, JOINT BASE LANGLEY-EUSTIS, FORT EUSTIS, VIRGINIA

On behalf of the U.S. Air Force, the U.S. Army Corps of Engineers (USACE), has prepared a Draft Environmental Assessment (EA) for the Warwick River Navigation Improvements Project. The purpose of the proposed action is to provide direct access to the Warwick River for emergency response vessels launching from the Joint Base Langley Eustis-Fort Eustis (JBLE-Eustis) Warwick River Boat Ramp. The need for the proposed action is to meet Baseline Aggregate Response Times (DoD Instruction 6055.06) for Fire and Emergency Services (F&ES) requiring access to the Warwick River. Currently, F&ES vessels must launch from the Third Port at JBLE-Eustis, resulting in emergency response times of approximately 90 minutes. The proposed navigation and facility improvements would result in increased efficiencies in emergency response efforts, drastically improving response times to 15-20 minutes.

The Draft EA, prepared in accordance with the National Environmental Policy Act (NEPA) and DoD Implementing Procedures, identifies and evaluates alternatives for navigation and facility improvements at the Warwick River Boat Ramp and Fixed Pier.

The Draft EA and Finding of No Significant Impact (FONSI) are available for review and comment for a period of 30 days, beginning June 29, 2026. The Draft EA and FONSI are available on the JBLE-Eustis’ website, https://www.jble.af.mil/About-Us/Units/Ft-Eustis/Eustis-Environmental/.
