The purpose of the mitigation project is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to streams and other waters of the United States in the James River Drainage Basin.

    East West-Hallsley, LLC proposes to continue construction of a residential development known as Hallsley. The project site is approximately 56 acres and is located west of the Hallsley residential development, north of Swift Creek, south of Hermon Road, in Chesterfield County, Virginia. The site drains into Swift Creek, a tributary to the Appomattox River, which drains into the James River, a navigable water of the U.S.
