  • NAO-2025-2615, Mount Holly Mitigation Bank, Westmoreland County, Virginia

    Expiration date: 6/9/2026

    The Sponsor is proposing 7.53 acres of wetland re-establishment, 90.84 acres of wetland rehabilitation, 0.09 acres of wetland preservation, 8.13 acres of wetland buffer rehabilitation, 0.45 acres of wetland buffer preservation, and 2.64 acres of upland buffer preservation. The Sponsor proposes to generate a total of 106.33 non-tidal wetland credits via hydrologic and landscape modification and vegetation planting for the purpose of providing off-site compensatory mitigation for unavoidable impacts to waters of the U.S. associated with DA permits within the proposed Geographic Service Area (GSA). The Norfolk District will receive written comments on the proposed activity until July 9, 2026.

    The Norfolk District, U.S. Army Corps of Engineers (Corps) received a complete prospectus on January 14, 2026 from Wildlands Holdings XI, proposing the establishment of the Gibson Creek Mitigation Bank to offset non-tidal wetland and stream impacts authorized as part of future federal and state permits.
