    Arcola Limited Partnership proposes the modification of the existing authorized Arcola Center permit to include additional impacts associated with the construction of a data center campus on 134 acres west of the intersection of Evergreen Mills Road (Route 621) and Loudoun County Parkway (Route 606) in Loudoun County, Virginia. Additional permanent impacts of 0.68 acres of palustrine forested (PFO) wetlands and 0.55 acre (2,082 linear feet) of stream channels are planned. Comments are due May 13.

The proposed mitigation site, is approximately 139 acres of land within the James River Basin, Prince Edward County, Virginia.

    The applicant proposes to relocate the Interstate 95/Route 630 Interchange south of the existing interchange, including two new parallel bridges that will carry Rt. 630 (Courthouse Road) over I-95. An existing park and ride lot will be relocated and a second new lot will be added. The project includes bicycle and pedestrian facilities and stormwater management facilities. Proposed permanent impacts are 0.74 acres wetlands, 2,563 linear feet perennial streams, and 365 linear feet intermittent streams.

    The purpose of this PN is to inform the public of relevant parts of our process, and our interpretation and findings regarding current precipitation conditions for the 2017 monitoring season. This is accomplished by our analysis of several precipitation recording stations and our use of groundwater monitoring wells at different reference locations in the Hampton Roads region. Based on analysis of several precipitation recording stations and reference groundwater monitoring wells within the Hampton Roads region, the Norfolk District has determined that groundwater monitoring well data, indicating wetland hydrology does not meet the technical standard, is likely unreliable for wetland determinations this year. Based on plant biological activity, the growing season in southeastern Virginia started the first week in February.
