    The City of Newport News proposes to construct a multi-modal transportation center to include an Amtrak train station, parking, access roads and areas, commuter center, stormwater management BMP, and utilities. The purpose of the project is to greater serve the transportation needs of the local community and region, and to allow for future growth of ridership. The project will permanently impact 230 linear feet of perennial stream, approximately 2.14 acres of wetlands, and 1.66 acres of open water. Temporary wetland impacts are estimated at 0.53 acres. To compensate for impacts, the applicant proposes to purchase mitigation bank and stream credits. The Regulatory Branch is evaluating this project pursuant to Section 404 of the Clean Water Act.

    Dominon Virginia Power is proposing to expand the existing Yadkin Substation located at 3015 Yadkin Road in Chesapeake, Virginia to accommodate additional transmission infrastructure and tap into existing overhead transmission lines. It will result in permanent unavoidable impacts to approximately 1.28 acres of palustrine forested (PFO) wetlands, 0.32 acres of palustrine emergent (PEM) wetlands and 2,270 linear feet (LF) of jurisdictional ditch.

    The project is part of a mixed use commercial/campus development that is a part of a larger mixed-use facility associated with the expansion of the Jefferson Labs complex. The project is located in non-tidal wetlands that drain by ditch and tributary to Deep Creek and the James River; and also to Brick Kiln Creek, Big Bethel Reservoir, and the Back River. The project site is at the southeastern intersection of Jefferson Boulevard and Oyster Point Road, in Newport News, Va.
