Background

This Programmatic Environmental Assessment (PEA) for Quantico National Cemetery (QNC) evaluates the effects of the construction, operation, and maintenance of its full build-out Master Plan (also referred to as the “Long-Term Plan” throughout the PEA). This PEA also includes a more detailed plan for the first phase of the long-range plan (also referred to as the “Short-Term Plan” throughout the PEA). QNC is located in Triangle, Virginia, in Prince William County, Virginia.

Proposed Action

The Proposed Actions for Short-Term and Long-Term Plans are also referred to as the “Preferred Alternatives” throughout the PEA. The purpose of the Proposed Actions for the PEA is to continue to enable the VA to provide eligible veterans and their families with a national cemetery of sufficient size and capacity to serve the projected needs in this region. Both the Short-Term Plan and the Long-Term Plan are contained within the cemetery’s existing property boundaries. The PEA also analyzes the No Action Alternative; no cemetery expansion or improvements would occur with implementation of the No Action Alternative.

Actions Completed

Pursuant to Section102(2) (c) of the National Environmental Policy Act (NEPA) of 1969 as implemented by the Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508), the U.S. Department of Veterans Affairs (VA) gives notice that a Draft Programmatic Environmental Assessment (PEA) has been prepared.

Conclusions

The Draft PEA identifies, analyzes and documents the potential physical, environmental, cultural, and economic impacts associated with the VA’s Proposed Action. The Draft PEA also evaluates the potential direct, indirect and cumulative impacts resulting from the Proposed Action. The proposed action and the no action alternative are considered.

Draft Environmental Assessment Location

The public is advised that it has 30 days to respond from the date of this publication with comments. The public comment period will end on April 4, 2020.
