  • 408-NAO-2026-00006 (Nansemond River Crossing – Raw Water Main Replacement Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by the City of Norfolk to replace portions of the existing City of Norfolk raw water main across the Nansemond River in Suffolk, Virginia. The replacement raw water main will be 48-inch-diameter high density polyethylene (HDPE) installed by horizontal directional drilling (HDD). The HDD installation method minimizes land disturbance and therefore minimizes impact to the environment. The HDD crossing is approximately 2,130 feet in horizontal length and will be installed beneath the Nansemond River at a depth sufficiently below the navigation channel so as not to impact future dredging operations. Upon completion, the newly installed main will be connected to the existing raw water mains on both sides of the Nansemond River. This project may alter the Nansemond River Federal Navigation Project. Comments should be received by the close of business on July 14, 2026.
  • 408-NA0-2026-0025 (City of Norfolk, 200 Block Shoreline Stabilization)

    The City of Norfolk, Virginia, proposes to replace an existing concrete rubble revetment with engineered riprap armor stone and construct a rock apron for scour mitigation along the 200 block of Ocean View Beach between Ocean View Beach Park and Sarah Constant Beach Park. The action being considered as part of this 408 review has the potential to impact the Willoughby Spit and Vicinity Hurricane and Storm Damage Reduction Project. Public comments should be submitted by close of business May 11, 2026.
  • 408-NAO-2025-0031 (City of Norfolk Waterside Timber Pier Replacement Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This is a Section 408 request submitted by the City of Norfolk for the demolition and replacement of a portion of the Waterside Timber Pier, in the same footprint as existing structures. The pier is located behind 333 Waterside Drive in Norfolk, VA and may alter the Eastern Branch Elizabeth River portion of the Norfolk Harbor and Channels Federal Navigation Project (NHC-EBER) and Norfolk Coastal Storm Risk Management Federal Project (NCSRM). The existing pier has shown significant deterioration and is currently closed to the public. Comments should be received by the close of business on June 6, 2025.

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33U.S.C. Section 408) has been received and will be evaluated by the Norfolk District. Written comments, including any objections to the proposed alteration, stating reasons therefore, are being solicited from anyone having an interest in the requested alteration. The authority to grant permission for temporary or permanent use, occupation or alteration of any USACE Civil Works project is contained in Section 14 of the Rivers and Harbors Act of 1899, as amended, codified at 33 USC 408 (“Section 408”). Section 408 authorizes the Secretary of the Army to grant permission for the alteration or occupation or use of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the project. The proposed action is also subject to the requirements and objectives of Executive Order (EO)11988, Floodplain Management and has the potential to impact floodplains. This notice complies with Section 2(a)(4) of EO 11988 and requests advance public comment to determine if there are any public concerns regarding potential impacts on floodplains.

  • NAO-1989-0319 (Glenwood Park drainage/dredging project, Norfolk, Virginia)

    The City of Norfolk is proposing to dredge approximately 684 cubic yards (18,770 square feet) to mitigate flooding caused by 10-year storms in the Glenwood Park neighborhood in Norfolk, Virginia. This work will occur in an unnamed tributary to Willoughby Bay in Norfolk, Virginia. The public comment period ends on November 10, 2023.
