    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by Mr. James Archbell to construct a new open pile timber along the Atlantic Intracoastal Waterway at 165 Tranquility Trace, Chesapeake, VA. The new work shall not extend beyond the existing piers and lifts currently constructed on the adjacent properties. This project may alter the Atlantic Intracoastal Waterway – Albemarle Chesapeake Canal (AIWW-ACC) Federal Navigation Project. Comments should be received by the close of business on September 18, 2026.

    : Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by Mr. Robert Smith to construct a new pier addition to the existing timber pier along the Atlantic Intracoastal Waterway at 161 Tranquility Trace, Chesapeake, VA. The existing pier and boat lift will remain. The new work shall not extend beyond the existing piers and lifts currently constructed. This project may alter the Atlantic Intracoastal Waterway – Albemarle Chesapeake Canal Federal Navigation Project (AIWW-ACC). Comments should be received by the close of business on September 18, 2026.
  • 408-NAO-2026-0043 (River Port LLC Heavy Lift Platform and Dredging)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by River Port LLC for the River Port Heavy Lift Platform and Dredging Project which will include the construction of a heavy lift platform to the west of existing Pier 14 and two concrete mooring dolphins at the ends of Pier 14 and Pier 15 within the James River and associated new work and maintenance dredging. A channel from the Channel to Newport News Federal Navigation Channel to the lifting platform will be dredged to -50 ft MLW while the area where the lifting platform will be installed will be dredged to a depth of -60 ft MLW. The site will be mechanically dredged, placed into a barge, and transported up the James River for offloading at Shirley Plantation in Charles City County, VA. This project may alter the Channel to Newport News portion of the Norfolk Harbor and Channels Federal Navigation Project. Comments should be received by the close of business on May 20, 2026.
  • 408-NAO-2026-0020 (169 Tranquility Tr Pier Rebuild Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by Craig Leonard to remove the existing floating pier, gangway and 26-feet of the main pier and construct a new expanded deck area, ramp, and end dock and 2nd boat lift along the Atlantic Intracoastal Waterway Albemarle Chesapeake Canal (AIWW-ACC) located at 169 Tranquility Trace, Chesapeake, VA. This project may alter the AIWW-ACC Federal Navigation Project. Comments should be received by the close of business on April 29, 2026.
  • 408-NAO-2025-0106 (Vulcan Materials Westminster Avenue Pier Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by Vulcan Materials (c/o Mr. Lewis Myers) for the Vulcan Materials Westminster Avenue Pier Addition & Repair Project including the repair and rehabilitation of the existing concrete pier piles by installing fiberglass jackets and grout and new work with the installation of two pile supported, concrete additions landward of the existing concrete pier (860 SF). All of the work to be completed by barge along the Eastern Branch Elizabeth River. This project may alter the Norfolk Harbor and Channels Federal Navigation Project – Eastern Branch Elizabeth River. Comments should be received by the close of business on January 2, 2026.
