  • 408-NAO-2025-0035 (Colonna Shipyard Facility Maintenance Dredging Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by Colonna Shipyard, c/o Mr. Mark Essert, Executive Director of Operations, for the combination of all of the existing and previously permitted dredging projects at Colonna Shipyard in Norfolk, VA into a single full yard maintenance dredging permit. This request/permit will include the Drydock #3 dredging, the Travel Lift dredging (West Yard), the Drydock #2 Relocation, Pescara Creek and the Main Yard (Drydock #1, Drydock #2, Pier 5 and the extension to the federal navigation channel. Maintenance dredging would include up to 180,000 CY on an as needed basis from various parts of the project area. Dredged material will be barged to a transfer area for disposal at Shirley Plantation or an alternative approved upland disposal location. This project may alter the Eastern Branch of the Elizabeth River portion of the Norfolk Harbor and Channels Federal Navigation Project (NHC-EBER). Comments should be received by the close of business on May 13, 2026.

    The Norfolk District Regulatory Branch is soliciting comments on the proposed re-issuance of the following Regional General Permits (RP): RP-02, RP-15, RP-17, RP-18, RP-19, and RP-22. The Norfolk District issues Regional Permits for a category of activities in Virginia that would result in minimal environmental impacts and are not contrary to the public interest. The purpose of Regional Permits is to improve regulatory consistency, enhance program efficiency, avoid duplication with other agencies, and simplify the permitting process for the regulated public.

  • PROPOSED ISSUANCE, REISSUANCE, AND/OR MODIFICATION OF THE NORFOLK DISTRICT REGIONAL PERMITS

    Expiration date: 4/22/2013

    The Norfolk District is proposing the issuance of two new Regional Permits (RP-01 and RP-02, formerly LOP-1 and LOP-2, respectfully) and the revision and reissuance of seven Regional Permits (RP-05, RP-15, RP-17, RP-18, RP-19, RP-20, and RP-22). All of the above-referenced permits are currently in effect, but will expire on August 14, 2013 with the exception of RP-05 and RP-20. RP-05 and RP-20 are set to expire on October 5, 2016 and May 25, 2017, respectfully.
