Eligibility Requirements: Any individual with full performance at the GS-11 level who meets the following qualification requirements may apply for this position under DHA.  Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
 
Specialized Experience: Manage the district Unmanned Aerial System (UAS) . Must possess UAS Pilot License and have the qualifications to act as the Aircrew Training Program Manager (ATPM). Performs technical and design assignments in support of the District’s in Civil Works mission to include navigation and construction. Utilizes a variety of software such as Autodesk Civil 3D, Hypack, Geographic Information Systems (GIS) MS Word and MS Excel to produce construction contract drawings and technical documents such as quantity estimates and design drawings associated with the navigation dredging program. 
 
Responsibilities and Duties: Serves as the senior lead Civil Engineering Technician for support of civil works, interagency and military projects, using advanced knowledge in UAS mission execution, hydrographic surveying, topographic surveying, navigation and coastal engineering principles, volume computation, AutoCAD and HYPACK software, UAS mission planning and processing software, and geographic information system (GIS). Employee serves as the senior lead technical consultant responsible for executing various design mapping products, complex volume computations, dredging analysis, data editing and analysis, and quality control for projects utilizing computer-aided design and drafting (AutoCAD), HYPACK hydrographic software, and Geographic Information Systems (GIS) including assessing relevant training requirements for lower-grade engineers and technicians, mentoring and training such individuals in the use of AutoCAD and HYPACK software packages. Plans, develops, and manages hydrographic and topographic surveying navigation mapping products and services in support of the Operations Branch navigation mission or other district project initiatives, including software support, standard operating procedure development and process documentation. Serves at the ATPM with advanced knowledge to plan and execute UAS flight missions, process data and disseminate data to clients, as well as develop and maintain standard operating procedures for UAS program execution.
