NORFOLK, Va. – Jennifer Spitz, a Norfolk District geotechnical engineer, is presented with a certificate of achievement by Col. Jason Kelly, Norfolk District commander, for her work with the Savannah District on the 363 Intelligence, Surveillance, and Reconnaissance Wing Facility project delivery team.
