NORFOLK, Va. -- City of Norfolk Mayor Paul Fraim addresses a gathering of residents from the Willoughby Spit and East Ocean View areas of the city March 30, 2015, in a ceremony during which an agreement between the city and the Norfolk District, U.S. Army Corps of Engineers was signed to combat sea-level rise. The agreement paves the way for construction of a coastal storm damage reduction project that's unprecedented in the 333-year history of the city.
