Thomas Lincoln Casey, Jr.
NORFOLK, Va. -- Thomas Lincoln Casey, Jr. was the seventh officer in charge of what later became the Norfolk District, U.S. Army Corps of Engineers. During the Spanish-American war, he was tasked with placing mines from the Hampton Roads casemate, Fort Monroe, and ran into problems as "careless" vessel masters broke the mine leads.
