Project Scope
The project consists of updating the Navigation Management Plan, which is outdated. The NMP covers all navigation-related activities lying within the port of Hampton Roads and was developed in cooperation with the Virginia Port Authority with substantial input from numerous maritime interests located throughout the Hampton Roads area. The primary objectives of the plan are to provide: (1) a comprehensive, integrated plan for the port; (2) a vehicle for spanning jurisdictions and disciplines to identify and resolve existing and potential issues; and (3) documentation of existing corporate knowledge.

Background
The Navigation Management Plan was completed in February 2000 and is part of the larger Norfolk Harbor and Channels project. The existing plan provides for an abbreviated update every two to three years, primarily to update points of contact and other rapidly changing information, and a complete review and extensive update of all information every five to six years. This permits the plan to retain its applicability to the port and ensures that it will remain a valuable and useful tool for both port users and agencies with port related duties and responsibilities.

However, no update has been accomplished. Information and data in the existing plan are now more than 12 years old and require updating to be effective and useful to partners and stakeholders.  

The updated plan will reflect existing problems, needs, concerns, and opportunities; will determine current priorities; and will present revised solutions as necessary.  The complete and extensive revision and update will permit the plan to retain its applicability to the port and remain a valuable and useful tool for both port users and agencies with port-related responsibilities.  It will also preserve the time, effort, and resources invested by the partners and stakeholders in developing the initial Management Plan.
