Notice of Change in Joint Permit Application Submission Process

Effective September 2, 2025, the process for submitting joint permit applications affecting aquatic resources in the Commonwealth of Virginia will change.

Beginning on this date, the U.S. Army Corps of Engineers (USACE) will assume responsibility as the central clearinghouse for joint permit applications requiring review by the Virginia Marine Resources Commission (VMRC), the Virginia Department of Environmental Quality (VDEQ), and the USACE. Accordingly, the VMRC will no longer serve in this role as of the effective date.

Applicants should submit requests to the USACE using one of the following methods:

The RRS is a user-friendly platform designed to streamline the permit review process and ensure timely coordination among agencies. Once submitted, applications will be distributed to all three agencies by the following business day. Applicants will receive an email confirmation and will have access to real-time status updates via their personal dashboard on the RRS platform.

Please note: While the legacy Joint Permit Application (PDF) may still be submitted via email for the time being, use of this method is strongly discouraged as it may significantly delay permit processing. The use of RRS is strongly encouraged for all future submissions.
