    This public notice is an evaluation review of an after-the-fact application for an unauthorized activity. The application involves the review of the six year old construction of an earthen dam, which impounded a perennial stream, thus impacting approximately 1947 linear feet and an undetermined amount of wetlands that may have been associated with the stream system.

  • Wetland Hydrology Determinations for the 2013 Monitoring Season

    On March 13, 2013, Regulatory released a public notice regarding preceding precipitation conditions for shallow groundwater well monitoring associated with wetland determinations. Based on analysis of several rainfall recording stations and reference groundwater monitoring wells within the Hampton Roads region, the Norfolk District has determined that antecedent precipitation conditions for shallow groundwater well monitoring associated with wetland determinations has been within or above normal ranges.

  • Millennium Project Revised Environmental Assessment

    This revised Environmental Assessment has been prepared to assess the potential impacts of the expansion of Arlington National Cemetery, known as the Millennium Project. The revised EA takes into account comments received on the initial EA.

  • Coastal Zone Management Act and the Norfolk District Regulatory Program

    Prior to final issuance of any Corps permit, the applicant must obtain a Virginia Department of Environmental Quality (DEQ) Coastal Zone Management Act (CZMA) federal consistency concurrence (for activities affecting the Coastal Zone) and a DEQ 401 certification. Proof of these approvals must be provided to the Corps before issuance of any Corps standard permit. A permit will not be granted until the required certifications have been obtained or waived. This public notice announces new CZMA procedures intended to facilitate this process.

    Gamesa Energy USA, LLC has requested a permit to install, maintain, and operate a single 5-Megawatt offshore turbine generator prototype and its supporting infrastructure near Cape Charles, Virginia. The project will include the permanent alteration of 215 square feet of subaqueous bottom for the installation of a monopole foundation, and approximately 16, 240 square feet of subaqueous bottom at the base of the monopole foundation will be permanently altered by the installation of rock armoring for scour protection. Public comment period ends March 29, 2013.

    Arlington National Cemetery to share design for Millennium expansion project

    Arlington National Cemetery is interested in sharing information about the new design and obtaining public feedback about the project, and has scheduled an open house and site visit on Saturday, March 16 from 1 to 4 p.m. The open house will begin with a briefing at the Women In Military Service for America Memorial (WIMSA) and then transition to a site visit of three areas associated with the Millennium Project.
  • Langley Air Force Base, VA -- The new 2,700-square-foot veterinary clinic officially opened here Feb. 28, 2013. The clinic’s features – three exam rooms, a full dental suite, surgery room and radiology capabilities – expand on the simple vaccinations and minor routine procedures offered at the old location. The Army-staffed clinic, built to LEED Silver standards, is available to Airmen and military retirees and performs veterinary care for the security forces’ working dogs here.     Langley Air Force Base, VA – Army and Air Force officials made the transition to a new veterinary clinic official here Thursday. The clinic replaces an aging cinder block building that provided few pet services.

    The U.S. Army Corps has received an application from Perdue Agribusiness Incorporated, to perform maintenance and new dredging on their facility in the Southern Branch of the Elizabeth River, in Chesapeake, Virginia. Perdue has recently brokered a deal to import and export product on larger vessels at their facility. In order to accommodate these vessels, the previously approved dredge limits and dredge depths will need to be modified. This will require the increase of the currently permitted depths (ranging from 39’ to 42’ in NAO-2008-01491, VMRC #08-V0525) to a new maximum depth of 43’. This operation will include of the removal of 25, 083 cubic yards of material covering 5.18 acres of subaqueous bottom. The spoil material is to be deposited in the Craney Island Rehandling Basin.

    The applicant, Allied-Marbury LLC, has requested a permit for a project consisting of the discharge of fill material into waters of the United States associated with the development of a residential community. The project is called Marbury. The project is located on an approximately 378-acre parcel southwest of the intersection of Gum Spring Road (Route 659) and Ticonderoga Road in Loudoun County, Virginia. The work will occur in tributaries to Bull Run. Publilc comment period ends March 25, 2013.

  • FNOD Restoration Advisory Board meets March 7

    The U.S. Army Corps of Engineers will host its quarterly meeting of the Former Nansemond Ordnance Depot, or FNOD, Restoration Advisory Board Thursday, March 7, from 6:15 to 8:15 p.m. The meeting, which is open to the public, will be held at the Courtyard Marriott located at 8060 Harbour View Boulevard in Suffolk, Va.

    Henderson, Inc. proposes to construct a 10.5 mile long, 10-foot-wide asphalt trail with 3 feet wide graded shoulders on each side. The purpose of the project is to provide a multi-use trail to provide safe, recreational, multi-modal travel opportunities ultimately linking the City of Richmond and the City of Williamsburg. Comment period ends Mar. 12, 2013.

    Kennedy Flame to receive upgrades

    – The Norfolk District awarded a Maryland company on Jan. 31 a contract to upgrade the John F. Kennedy eternal flame at Arlington National Cemetery. Meltech Corporation Inc. of Landover, Md., will be responsible for performing the approximately $350,000 upgrade to the flame in early spring.

    The city has proposed to construct a regional, dual purpose water quality and flood control best management practice (BMP) called the Richneck Regional Water Quality Retrofit and Flood Control BMP Project. The purpose of the project is to reduce the Total Maximum Daily Load (TMDL) of nitrogen, phosphorus, and sediment loads; and to reduce property damage from repeated flood events within the Stoney Run watershed.

    This Environmental Assessment has been prepared to assess the potential impacts of the new work and maintenance dredging of the approach and berthing areas of the National Oceanic and Atmospheric Administration Marine Operations Center – Atlantic (NOAA MOC-A) in Norfolk, Va. Public comment period ends Feb. 26, 2013.

    This is a reissuance of the original public notice dated September 7, 2012 to show recently submitted changes to the project. These changes include additional impacts to open water pond areas on the property. The applicant proposes to construct a mixed use development to include multi-family and single family housing developments along with roads and utility servitudes. Public comment period ends Feb. 11, 2013.

    The City of Norfolk proposes to demolish eleven derelict timber groins, replace a derelict timber groin with a new rock/sheet pile groin and construct a beach nourishment project from approximately 3rd View Street to Ocean View Beach Park in the West Ocean View area of Norfolk, Va.     The U.S. Army Corps of Engineers Norfolk District announces an amended Programmatic Agreement between the Norfolk District Corps of Engineers, the Advisory Council on Historic Preservation, the Virginia Department of Environmental Quality and the Virginia State Historic Preservation Office executed under Section 106 of the National Historic Preservation Act.

    The applicant proposes to construct a pile supported rowing and sailing facility over tidal waters and construct 228 linear feet of bulkhead and 182 linear feet of rip rap revetment beneath the proposed structure. Two existing piers in the northern portion of the property will be removed and replaced with two floating piers. Two existing piers in the western portion of the project area will be removed and replaced by a single fixed pier and an existing pier in the southern portion of the project area will be extended 54 linear feet. The project is located on the East River at the terminus of Williams Wharf Road in Mathews County, Virginia.

    The applicant proposes to construct an earthen berm along the southern property boundary of the property known as Curles Neck Farm in order to protect the wetland system from sea level rise. The applicant proposes to convert an onsite borrow pit into a mitigation area and create 3.1 acres of tidal forested wetlands and 0.5 acres of emergent tidal wetlands. Public comment period ends Feb. 4, 2013.
