    The effort to make The Port of Virginia the deepest and safest port on the U.S East Coast continues to advance as the U.S. Army Corps of Engineers today issued its critical, final authorization to move ahead with the Wider, Deeper, Safer project.

    The Corporation of Jefferson’s Poplar Forest submitted a Joint Permit Application to the U.S. Army Corps of Engineers, Norfolk District (Corps) for a proposed parkway at Jefferson’s Poplar Forest, a designated National Historic Landmark, located at 1542 Bateman Bridge Road in the community of Forest, Bedford County, Virginia. In consultation with the Corps, the Virginia Department of Environmental Quality is evaluating the proposed impacts to waters of the United States under the State Programmatic General Permit (SPGP) program. In compliance with regulations implementing Section 106 of the National Historic Preservation Act (NHPA), the Corps is soliciting comments on the proposed project from the public; Federal, state, and local agencies and officials; Native American Tribes; and other interested parties.

    General R.V. Center is proposing to impact 0.9 acre of forested wetlands to construct an RV dealership warehouse, parking, display areas, and erosions and sediment control measures. The project will also impact 0.12 acre of non-jurisdictional wetlands. To mitigate or the proposed impacts, the applicant will purchase 2.04 wetland credits. The project site is approximately 50 acres and is located west of I-95, at the northern terminus of Harley Club Drive, in Hanover County, Virginia. The site drains into Lickinghole Creek, a tributary to the Chickahominy River. The project site is located within an industrial park known as “Northlake.”

    Chesterfield County proposes to restore water quality and treatment performance of Falling Creek Reservoir by mechanically dredging deposited sediment and constructing a sediment forebay to meet requirements of the Virginia Department of Environmental Quality Municipal Separate Storm System Permit. Falling Creek Reservoir was originally constructed in 1951 for water supply storage but has not been used for that purpose since 1985. The reservoir has lost 66 million gallons or 22% of the original storage capacity.

    The applicant proposes to maintenance dredge the Back River Navigation Channel in Hampton, Virginia. The project involves maintenance dredging approximately 2,346,240 square feet of subaqueous bottom to a maximum depth of – 15 feet mean low water, including overdredge. Each maintenance dredging event will mechanically dredge approximately 205,000 cubic yards of material. The dredge material will be transported via bottom dump scow to be disposed of in the Norfolk Ocean Disposal site.

    The project requires a Department of the Army permit from the Norfolk District pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. The proposed impacts will result in 0.07 acres of permanent impact and 0.90 acres of temporary impact to the James River (associated with the raw water intake structure); 195 square feet of temporary wetland impact, 255 square feet of permanent wetland conversion and 725 linear feet of temporary impacts to the Rivanna River and its unnamed tributaries (associated with the installation of a water line); and 245 square feet of permanent wetland impact, 201 square feet of temporary wetland impact and 40 linear feet of permanent impacts to unnamed tributaries to the Rivanna River (associated with the access road upgrades) to construct a new raw water intake, install new raw water lines and upgrade the existing access road. The Corps’ permit action associated with this project is subject to Section 106 of the National Historic Preservation Act (NHPA). The Corps of Engineers is soliciting comments from the public; Federal, state, and local agencies and officials; Native American Tribes; and other interested parties in compliance with Section 106 NHPA. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects.     Joint Base Little Creek-Fort Story is requesting the Corps of Engineers establish a permanent restricted area published at 33 C.F.R. §334.305, "Little Creek Harbor, Fisherman's Cove, Joint Expeditionary Base Little Creek-Fort Story, Little Creek, Virginia, Restricted Areas." JEBLCFS is the homeport of numerous ships, small boats and special operational units. The proposed amendment is necessary to better protect vessels and personnel assigned to JEBLCFS by implementing a waterside security program. The proposed amendment establishes the restricted area waters within the boundaries of the existing installation and in the entry channel into the harbor.

JBLE-Eustis contains a military port berthing numerous Army vessels and conducts exercises to include small craft testing and live fire training activities. The proposed amendment is necessary to protect the public from hazards associated with training and mission operations, and to protect government assets, missions, and the base population in general. The proposed amendment increases the restricted areas and creates danger zones surrounding the existing installation and firing ranges.

    Alpha Omega Farm Inc. et al proposes to mechanically dredge approximately 3,633 cubic yards of material to maintain an existing channel out to West Neck Creek, at 2585 West Landing Road in Virginia Beach, VA. The dredging will impact 0.98 acres (42,744 square feet) of subaqueous land, 0.1 acres (4,635 square feet) of vegetated emergent wetlands within the 2x and 4x buffer, and 0.01 acres (362 square feet) of forested wetlands at the unloading area.
