Corps contractor Precon Marine Inc. of Chesapeake, Va., places fossil oyster shells around Hoffler Creek in Portsmouth, Va., to construct a .2-acre sanctuary oyster reef. The Hoffler Creek Oyster Reef project is phase 2 of a 16-acre, six-sanctuary oyster reef initiative along the Elizabeth and Lafayette rivers. It’s part of a 10-year, $70 million, 411-acre comprehensive environmental mitigation plan accompanying the Corps’ Craney Island Eastward Expansion Project.
