      <description>The U.S. Army Corps of Engineers, Norfolk District, is soliciting public and agency comments regarding the proposed maintenance dredging of the Sewells Point to Lamberts Bend Channel (SPLB) and the subsequent ocean placement of approximately 5.7 million cubic yards of material at the Norfolk Ocean Disposal Site (NODS). This shift to ocean disposal is necessary to maintain safe navigable depths for commercial and national defense vessels because the usual placement site, Craney Island, is closed through 2029. Extensive physical and chemical testing of the dredged sediment, which consists mostly of silt and clay, confirmed it meets the safety and toxicity criteria mandated by the Marine Protection, Research, and Sanctuaries Act (MPRSA). The environmental impacts of this dredging activity have been thoroughly evaluated and approved under the National Environmental Policy Act (NEPA) and the Virginia Coastal Zone Management Program. Interested parties must submit their written comments via email or regular mail to the Norfolk District by the close of business on June 17, 2026.&lt;br/&gt;

The site will be mechanically dredged, placed into a barge, and transported up the James River for offloading at Shirley Plantation in Charles City County, VA. This project may alter the Channel to Newport News portion of the Norfolk Harbor and Channels Federal Navigation Project.
