Olga Propco, LLC is proposing an undertaking to construct a new 56.0-acre industrial storage warehouse facility. The applicant’s stated purpose and need is to construct an industrial storage warehouse facility with supporting infrastructure to support the growing need and demand for logistic distribution facilities for the storage and shipment of goods in the Richmond metro area. The project will adversely affect three (3) individual archaeological sites identified as Civil War era earthworks as well as Darbytown Road & New Market Battlefield, Darbytown Road Battlefield, and Fair Oaks & Darbytown Road Battlefield. In compliance with regulation implementation Section 106 of the National Historic Preservation Act (NHPA), the Norfolk District is soliciting comments on the proposed project from the public; federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects.

Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by the Town of Chincoteague Town Manager to remove existing pilings and mooring slips and construct a new 15 slip, 120-foot-wide and 72-foot-long floating dock system at the Town-owned Robert Reed Park along Chincoteague Inlet (Inner Channel). This project may alter the Chincoteague Inlet (Inner Channel) Federal Navigation Project. Comments should be received by the close of business on April 9, 2026.

The Norfolk District of the U.S. Army Corps of Engineers (Corps) and the Virginia Department of Environmental Quality (DEQ) completed a review of the current Conservation Easement (CE) template for use with Third-Party Mitigation Compensation sites (Mitigation Banks and In-Lieu-Fee Programs) within the Commonwealth of Virginia. As a result of that review, the Corps and DEQ drafted revisions to the CE template. The purpose of this public notice is to solicit comments from the public regarding the revised CE template.

Federal Register Notice Announcing Norfolk District's Regional Conditions for 2026 Nationwide Permits

This Public Notice announces Norfolk District’s Final Regional Conditions, the Section 401 Water Quality Certification (WQC) and the Coastal Zone Management Act (CZMA) determination for the 57 nationwide permits (NWPs) that were published in the January 8, 2026, Federal Register (91 FR 768). These 57 NWPs and the Regional Conditions will go into effect on March 15, 2026, and will expire on March 15, 2031.

The Norfolk District, U.S. Army Corps of Engineers (Corps) issued a public notice on March 13, 2019, following the receipt of a complete application from The Barn Property, LLC, proposing the establishment of the Catlett Mitigation Bank to offset non-tidal wetland and stream impacts authorized as part of future federal and state permits. The applicant has revised their plans based on the comments received during the 2019 public comment period. The Sponsor, The Barn Property, LLC, is now proposing 3,862 linear feet (LF) of stream channel restoration and 2,241 LF of stream enhancement. All streams would be protected on both sides by 100-foot (FT) buffers, including 3,052 credits associated stream buffer restoration/establishment. The Sponsor is also proposing 33.01 acres of wetland creation, 2.38 acres of wetland rehabilitation, and 3.56 acres of upland buffer enhancement. The Sponsor proposes to generate a total of 7,683 Unified Stream Methodology (USM) credits and 35.66 wetland credits upon completion of the activities approved under the mitigation work plan.
