The Norfolk District Regulatory Office issues permits under the authority of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 for regulated activities proposed throughout the state of Virginia.

Virginia has landscape positions consisting of coastal plain flats, piedmont areas, and mountainous regions. Areas that the Norfolk District regulates include, but are not limited to, tidal marshes, seasonally saturated forested and non-forested wetlands, swamps, rivers, bays, and streams. Wetlands are beneficial since they filter pollutants from runoff, help store and slow floodwaters during storm events, and provide habitat for many different types of plants and animals.

We want to know how Regulatory is meeting your needs and expectations. The Regulatory Branch is committed to improving service to our customers and would like to know how well we have been doing. Who are our customers? You are our customers if you submitted a permit application, requested a jurisdictional determination or wetland delineation, or scheduled a pre-application meeting with us. Other customers include those of you who receive our Public Notice and/or commented on a particular project or our work in general, because of your interest in the Regulatory Program.
