The study area is the City of Richmond, Virginia. The Norfolk District has been working with the City of Richmond to help develop and prioritize water resources needs that may be addressed by the Corps of Engineers Environmental, Flood Control, and/or Navigation business lines. The projects to result include, but are not limited to, protection of the Waste Water Treatment Plant under authority of Section 510 of WRDA 1996, “…environmental infrastructure and resource protection and development projects affecting the Chesapeake Bay estuary, including projects for sediment and erosion control, protection of eroding shorelines, protection of essential public works, wastewater treatment and related facilities, …that may enhance the living resources of the estuary.” The initial product from the needs assessment is the preparation of a storm water management plan, which was completed in December 2005 via the Corps Section 22 program. In June 2007, an additional Section 22 report was initiated which will delineante the flood plain at the Waste Water Treatment Plant and then evaluate flooding impacts and various flood protection strattegies. These studies, being prepared in consonance with the environmental infrastructure initiative, are being prepared under the premise that they are precursory to the Section 510 effort. The Norfolk District has a capability to initiate the Section 510 effort in fiscal year 2008.
