Section 22 Partnerships

Three initiatives have been funded for FY 09 (Cities of Chesapeake, Richmond, and Virginia Beach).

SECTION 22 PLANNING ASSISTANCE TO STATES, LOCAL GOVERNMENTS, AND OTHER NON-FEDERAL ENTITIES AUTHORIZATION: Section 22 of the Water Resources Development Act of 1974 (Public Law 93-251), as amended.

PROGRAM DESCRIPTION:

Provides Corps of Engineers technical partnering assistance to states, local governments, and other non-federal entities in the preparation of comprehensive plans for the development, utilization, and conservation of water and related land resources.

Cost-sharing up to 50% Federal. Federal funding is limited per state per year.

Types of applications include, water supply/demand, water conservation, water quality, environmental conservation/restoration, wetlands evaluation, dam safety/failure, flood damage reduction, flood plain management, coastal zone management/protection, and/or harbor/port studies.

Typical studies do not include detailed design for project construction.

The Norfolk District is the Corps Program Manager within the Commonwealth of Virginia, and as such, coordinates requests with Baltimore, Wilmington, Nashville, and Huntington Districts for potential initiatives within the watersheds of their respective areas of civil works responsibility.
