    WATERWAY AND LOCATION OF THE PROPOSED WORK: The project is located in tributaries to Poorhouse Creek, Bull Mountain Fork, North Fork Poorhouse Creek which are tributaries to the South Mayo River, northeast of the town of Stuart in Patrick County, Virginia. PROPOSED WORK AND PURPOSE: The applicant proposes to improve 7.8 miles of existing Route 58. The proposed work would begin just east of Cloudbreak Road (State Route 610), extend approximately 0.5-mile on a new location alignment from south of Poor Farmer’s Farm Country Store to join the existing alignment east of the Lovers Leap overlook. From east of the overlook to Central Academy Road (State Route 640), the existing two lanes would be upgraded and converted for westbound (uphill) traffic, and two new eastbound (downhill) lanes would be constructed on new location west of existing Route 58. From Route 640 to the existing four-lanes at Stuart, improvements to the existing alignment would include minor modifications to roadway geometry.

  • Norfolk District’s Final Regional Conditions, 401 Water Quality Certification, and Coastal Zone Management Act Determination for the Sixteen 2021 Nationwide Permits

    The purpose of this Public Notice is to provide an update on Norfolk District’s Final Regional Conditions, the Section 401 Water Quality Certification (WQC) and the Coastal Zone Management Act (CZMA) determination for the reissuance of 12 existing nationwide permits (NWPs) and four new NWPs published as a final rule in the Federal Register (86 FR 2744) on January 13, 2021. The Norfolk District received the CZMA determination on December 17, 2020 and the Section 401 WQC on December 21, 2020 from the Commonwealth of Virginia for the 16 NWPs and the regional conditions applicable in Virginia, including the Northern Virginia Military Installations within Baltimore District’s Area of Responsibility. The Section 401 WQC and CZMA determination were provided for the entire set of NWPs proposed in the September 15, 2020 Federal Register (85 FR 57298). However, Norfolk District developed new regional conditions to address only the Section 401 WQC and the CZMA conditions for the 16 NWPs finalized in the January 13, 2021 Federal Register.

  • Norfolk Harbor Navigation Improvements Project, Sewells Point to Lamberts Bend Channel – Proposed Maintenance and New Work Dredging, Transport, and Alternative Placement at Norfolk Ocean Disposal Site (NODS).

    Pursuant to Section 103 of the Marine Protection, Research, and Sanctuaries Act (MPRSA) of 1972, this Public Notice serves as the U.S. Army Corps of Engineers, Norfolk District (Corps) notification relating to proposed placement of suitable dredged material at the Norfolk Ocean Disposal Site (NODS). Approximately 12.1 million cubic yards (MCY) of maintenance and new work dredged material from the Norfolk Harbor Navigation Improvements Project, Sewells Point to Lamberts Bend Channel (SPLB), was evaluated to determine compliance with the criteria in Part 227 of MPRSA, Section 103.
