    Monroe Development Owner, LLC proposes to modify the current individual permit to include additional impacts to 1.11 acres of nontidal, forested wetlands to accommodate a road crossing to access Lot 4A and rail spurs associated with a commodity terminal operation and to extend the permit authorization an additional five years. The modification will result in permanent impacts to a total of 8.77 acres of nontidal wetlands (2.18 acres of these impacts are to non-jurisdictional isolated wetlands) and 48 linear feet of stream, and temporary impacts to 1.66 acres of nontidal wetlands and 92 linear feet of stream.

    Norfolk District announces the issuance of Regional Permit 11 in support of the administration's initiative to streamline the approval and construction of infrastructure projects in Virginia. RP-11 is for use by the Virginia Department of Transportation to expedite projects that would qualify for a nonreporting nationwide permit but for the Endangered Species Act general condition. RP-11 will allow VDOT to go to construction more quickly in cases where it can comply with the Endangered Species Act through informal consultation. In those cases, a preconstruction notification is not required, but VDOT will report the projects proceeding under RP-11.

    Hampton Roads Connector Partners proposes to expand Interstate 64 in Virginia, including the Hampton Roads Bridge-Tunnel, from Settlers Landing Road in Hampton to the I-564 interchange in Norfolk. The total project length is about 9.9 miles, 1.8 miles of which is proposed tunnel and island expansion. The project will permanently impact 18.92 acres of subaqueous bottom, 0.4 acres of submerged aquatic vegetation, 3.75 acres of tidal wetlands and 0.86 acres of nontidal wetlands.

    The city of Virginia Beach proposes to modify their individual permit for the dredging and placement of beach nourishment along Chesapeake and Ocean Park beachs. The modification will place an additional 350,000 cubic yards of sand material along the shoreline, resulting in additional impacts to approximately 6.5 acres of intertidal non-vegetated wetlands and 26.5 acres of subaqueous bottom.
