The Black Diamond Company proposes to fill approximately 430 linear feet of stream bed in support of expanding the currently operating Stateline Branch Refuse Facility. Specifically, this site would allow permanent placement of approximately 7,100,855 cubic yards of coarse refuse from the applicant’s coal preparation plant extending the life of the operation over the next 8 to 9 years.
