    Chesbay Conservation LLC proposes to establish and operate a wetland compensatory mitigation bank to provide off-site compensatory mitigation for projects that result in unavoidable impacts to wetlands within the specified service area. The proposed mitigation bank site, to be known as the Chesapeake Bay Wetland Mitigation Bank, is comprised of approximately 96 acres of land situated south of John Clayton Memorial Highway (Route 14), west of Fickle Fen Road, and east of Honey Pod Lane in Mathews County, Virginia.     Mitchell Carr proposes to place a cable across a portion of the James River in order to assist in getting logs from Buford Island to the shore for a logging operation. The cable will be sunk when not in use. The project is to last approximately 10 days and will be removed when complete. Public comment period ends Nov. 28, 2015.

    This public notice is being issued in accordance with Section 103 of the Marine Protection, Research, and Sanctuaries Act (MPRSA), for the planned transport and disposal of dredged material that will result from the proposed construction of a new two-lane parallel tunnel to the west of the existing Chesapeake Bay-Bridge Tunnel. Approximately 1.7 million cubic yards of dredged material from the project that meets Section 103 evaluation criteria is being proposed for disposal at the Norfolk Ocean Disposal Site.
