    NAO-2023-0086_408, City of Norfolk, NCSRM water line relocation

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33U.S.C. Section 408) has been received and will be evaluated by the Norfolk District. Written comments, including any objections to the proposed alteration, stating reasons therefore, are being solicited from anyone having an interest in the requested alteration. The authority to grant permission for temporary or permanent use, occupation or alteration of any USACE Civil Works project is contained in Section 14 of the Rivers and Harbors Act of 1899, as amended, codified at 33 USC 408 (“Section 408”). Section 408 authorizes the Secretary of the Army to grant permission for the alteration or occupation or use of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the project. The proposed action is also subject to the requirements and objectives of Executive Order (EO)11988, Floodplain Management and has the potential to impact floodplains. This notice complies with Section 2(a)(4) of EO 11988 and requests advance public comment to determine if there are any public concerns regarding potential impacts on floodplains.

    The City of Norfolk is proposing to dredge approximately 684 cubic yards (18,770 square feet) to mitigate flooding caused by 10-year storms in the Glenwood Park neighborhood in Norfolk, Virginia. This work will occur in an unnamed tributary to Willoughby Bay in Norfolk, Virginia. The public comment period ends on November 10, 2023.

    A closure of the existing shoulder walkway on the west side of the Deep Creek Bridge and a closure of the right-turn-only lane on Mill Creek Parkway to Moses Grandy Trail will take effect on September 18, 2023.

    Newport News Waterworks is seeking a long term solution for dam safety issues at Little Creek Reservoir Dam located in James City County, VA. The remediation project proposes to permanently impact 1.15 acres of non-tidal wetlands, 0.45 acres of tidal wetlands, 0.31 acres of submerged aquatic vegetation, 0.36 acres of riverine unconsolidated bottom and 12 linear feet of perennial stream channel for construction of a replacement toe berm.

  • NAO-2022-00788 (NNSY Reconstruct Berths 40 and 41, Portsmouth, Virginia)

    The U.S. Navy is proposing to remove the open-pile wharfs at Berths 40 and 41, located at Norfolk Naval Shipyard, Portsmouth, VA, and reconstruct these facilities as enclosed wharf systems in the same location. Due to the presence of elevated concentrations of Total Petroleum Hydrocarbons (TPH), oil and grease, and other anthropogenic chemical constituents (metals and PCBs), construction will include a variety of measures to (a) control resuspension of contaminated sediments during construction to prevent redeposition within the waterway, (b) remove contaminated sediments by dredging where operationally feasible and (c) isolate contaminated sediments from the aquatic environment with structural means where removal is not feasible.
