Executive Office

  • Resource Management Office (CENAO-RM) As an integral part of the district Team, the Resource Management Office provides fiscal policy and advice in the performance of the district mission. RMO is the district proponent for fiscal integrity and for the efficient utilization of people, materiel and money.
  • Safety and Occupational Health Office (CENAOAA-S) Provide the commander and staff with advice and assistance in planning, organizing, directing, and evaluation of all safety and health programs within the Norfolk District in accordance with AR 385-10.
  • Public Affairs Office (CENAO-AA-D) Oversees an innovative public affairs program disseminating information regarding district activities, objectives, its people and their mission through the news media, organizations, and direct public contact to position the district as part of the worlds premier engineering organization. The Chief of Public Affairs acts as primary public affairs consultant to the District Commander and executive staff, advising them on possible public, political and media reactions to policy statements, district actions, and controversial issues that impact the Corps Strategic Vision.
  • Office of Counsel (CENAO-CC) Legal Services in the US Army Corps of Engineers involves an integrated network of Attorneys and Legal Assistants at all Command Offices within the Organization.
  • Emergency Management (CENAO-DC-E) The District’s Emergency Management Cell's primary mission is emergency preparedness and coordinating response for Natural Disasters and/or National Emergencies under Public Law 93-288 (the Stafford Act) and / or Public Law 84-99.
  • Deputy for Small Business (CENAO-BR-S) To sustain the Corps of Engineers as a premier organization in developing small businesses and maximizing their opportunities to participate in our procurements, thereby ensuring a broad base of capable suppliers to support the Corps of Engineers mission and strengthen our Nation’s economic development.

Mission Support Division

The Mission SupportDivision provides advice to the District Commander, District leadership and employees on issues dealing with security, equal employment opportunities and personnel.

  • Equal Employment Office (CENAO-AA-E) To develope, implement, monitor, and evaluate a District wide Equal Employment Opportunity (EEO) Program for our employees that creates a work environment free from illegal discrimination and sexual harassment. To ensure the Federal Laws and Regulations are followed.
  • Security and Law Enforcement Office (CENAO-AA-P) Provide quality and responsive Security, Law Enforcement and Force Protection support to all personnel and facilities in the Norfolk District insuring Corps employees and visitors will have a safe and secure environment in which to operate.
  • Civilian Personnel Advisory Center (CENAO-AA-H) The Civilian Personnel Advisory Center is critical to our success in recruiting, developing and retaining high performance team members.
  • Contracting Office (CECT-NAO) Provide acquisition services of the highest quality to our customers on a timely and cost effective basis, while maintaining the public’s trust and fulfilling public policy objectives. As integral members of project delivery teams, we serve as the catalyst in advancing effective acquisition planning, strategies and innovative practices.
  • ACE-IT (CEIT-NAO) Provides service to USACE to continue to streamline, standardize, modernize and transform IM/IT operations in the areas of IM/IT management, automation, communications, information assurance, records management, printing and publications, and visual information services.
  • Logistics Management Office (CELA-NAO) Serve as an integral part of the district team by providing infrastructure support and program management in the areas of Maintenance Management, Transportation Management, Supply Management and Facilities Management.

    The Logistics Management Office provides the following services to the Norfolk District: travel, transportation, warehousing, property, office moves, building and grounds maintenance, locksmithing, custodial.

Engineering and Construction Division

Engineering and Construction Division provides management of quality engineering and construction products and services for the Army and the Nation. Provides oversight on navigation and flood related projects. Oversees permit procedures and real estate functions. Maintains sound quality products through integration of the USACE Project Management Business Process.

  • Engineering Branch (CENAO-TS-E) The Engineering Branch is responsible for the engineering management and/or design of projects in support of our Military, Civil Works, and Support For Others programs.
  • Construction Branch (CENAO-TS-C) The Norfolk District Construction Branch continuously provides quality construction products and services which meet the customer’s requirements effectively, responsively and efficiently.

Water Resources Division

The Water Resources Division serves as the District's single champion for water resources issues and provides collaborative, holistic management of the James, Rappahannock, York and Chowan River basins, and the small coastal basins for which Norfolk District is responsible.

  • Planning & Policy Branch (CENAO-PM-P) Supervises and coordinates all activities of the units within the Planning and Policy Branch. Serves as principal advisor to the District Commander on all matters relating to the General Investigations (GI) and Continuing Authorities Programs (CAP), serving as the program manager for each.
  • Regulatory Office (CENAO-RG) The Norfolk District Regulatory Office issues permits under the authority of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 for regulated activities proposed throughout the state of Virginia.
  • Operations Branch (CENAO-TS-O) Construct, operate and maintain our navigation and flood control projects.

Programs, & Projects Division

Programs & Project Management Division provides oversight and support to Programs and Project Management offices for procedures and policy regarding operating budget, personnel, procurement, property and contract administration.

  • Real Estate Office (CENAO-RE) Real Estate Office consists of real estate specialists and appraisers who plan, appraise, acquire, lease and manage real estate for both civil works and military construction projects and dispose of excess property within the state of Virginia.
  • Programs Branch (CENAO-PM-R) Oversees Program Analysis and Development for Norfolk District. Administers the P3MD Operating Budget. Develops program budget guidance for use by each branch chief in preparing their annual budget submission in close coordination with Resource Management Office (RMO).
  • Projects Branch (CENAO-PM-J) Responsible for ovent of the districts civil works, military and environmental project workload. Serves as the principal advisor to the DDE(PM) on project schedule and fund management and other issues on assigned projects. Participates as a key member of the District Congressional briefing team as well as in briefings to potential regrall managemeional, State, and local project sponsors.
