Deputy Commander and Deputy District Engineer

As Norfolk District Deputy Commander and Deputy District Engineer, LTC David Fedroff supports the Corps' water resources development and navigable waterways operations for five river basins in the Commonwealth of Virginia and the Corps' military design and construction projects for Army, Army Reserve, Army National Guard and Air Force military installations throughout Virginia. He manages the district's flood damage reduction (including hurricane and storm damage reduction) and disaster response activities and provides engineering support to our nation's overseas contingency operations.

Lieutenant Colonel Fedroff attended Rutgers University in New Brunswick, N.J., with a four-year Reserve Officers' Training Corps (ROTC) scholarship. He graduated in 1993 with a Bachelor of Science degree in Civil Engineering and was commissioned as a second lieutenant in the U. S. Army. He was granted an educational delay for two years and attended North Carolina State University, graduating with a Master of Science degree in Civil Engineering.

After completing his master's degree, LTC Fedroff entered active duty and attended the U.S. Army Engineer Officer Basic Course at Fort Leonard Wood, Mo. His first unit assignment was with the 94th Engineer Battalion (Combat Heavy) in Vilseck, Germany, where he deployed to Bosnia as part of the Implementation Force (IFOR). Positions held with the 94th Engineer Battalion included platoon leader, company construction officer/executive officer and battalion civil engineer.

Following his assignment in Germany, LTC Fedroff attended the Engineer Officer Advanced Course at Fort Leonard Wood, and the Combined Arms and Services Staff School at Fort Leavenworth, Kan. During this time, he earned a Master of Science degree in Engineering Management from the University of Missouri—Rolla. He went on to serve as the first company commander of the Army's newly commissioned Headquarters and Headquarters Company, 1st Engineer Brigade at Fort Leonard Wood.

Lieutenant Colonel Fedroff's next assignment was as an instructor and assistant professor of civil engineering in the Department of Civil and Mechanical Engineering (the Nation's First Department of Engineering) at the United States Military Academy at West Point, N.Y.

Following service at West Point, LTC Fedroff served as a resident engineer and provisional reconstruction team engineer in Operation Iraqi Freedom, with the U.S. Army Corps of Engineers Gulf Region's South District. After completing his tour in Iraq, he attended the Command and General Staff College in Fort Leavenworth, before being assigned as the deputy commander and deputy district engineer of the Norfolk District, U.S. Army Corps of Engineers.

Lieutenant Colonel Fedroff is married and has three children.
