Joseph R. Loschi, Esquire,
Mr. Joseph R. Loschi is a native of Massachusetts. He graduated from Boston College with a
degree in Natural Science. After several years as a research biologist, he attended Suffolk
University LAW School in Boston, Massachusetts, where he received his JD. He is a member of
the Bar of Massachusetts and Virginia. He is also admitted to practice before the 4th Circuit
Court of Appeals.
Mr. Loschi was actively engaged in the Practice of Law and active in Massachusetts politics. He
began his Federal employment with the New England Division as a real estate attorney,
transferring temporarily to CENAO in 1971. Mr. Loschi has 35 years of service with the Corps
of Engineers and has been District Counsel since 1978.
During the Period October 2000 through August 2004, Mr. Loschi was dual hatted serving as the
Deputy District Commander, Chief SSD, Chief of R2D2, and Chief, BRD. In addition to his
responsibilities as District Counsel, he is the District Ethics Officer.
Mr. Loschi teaches for the Corps of Engineers Prospect Courses in Ethics and Construction
Contract Administration. He is also an adjunct Professor for Tidewater Community College
where he teachs in the paralegal courses and for Troy University where he teaches in the
Masters Program. His subject areas are Business Ethics, Administrative Law, and Advanced
Contract Administration. He has been awarded National Instructors of the Year Award by the
Paralegal Association of America on two occasions.
Mr. Loschi is an active community and church member, and he also spends many hours speaking
before Business and Professional Organizations.
