About BRAC
In 1998, the Pentagon performed a study that found that the U.S. military had 20 to 25 percent more infrastructure than it needed. Defense officials believed that by consolidating operations it could save about $7 billion a year as well as reorganize for anticipated national security needs.
Congress established the 2005 Base Realignment and Closure Commission to ensure the integrity of the base closure and realignment process. In 2007, Norfolk District, U.S. Army Corps of Engineers began project design and construction management of 42 military construction projects in Virginia under the 2005 BRAC authorization. The projects at Fort Lee, Joint Base Langley-Eustis, Rivanna Station and Fort Belvoir total about $2.2 billion and must be completed by Sept. 15, 2011.
