USACE awards military contract to build Joint-Use Intelligence Analysis Facility at Rivanna Station

FORT NORFOLK , Va. – The U.S. Army Corps of Engineers, Norfolk District, has awarded a military contract to Archer Western Contractors of Chicago, Illinois, to design and construct the Joint-Use Intelligence Analysis Facility (JUIAF) at Rivanna Station, Va.
Rivanna Station is located just north of Charlottesville, Va., in Albemarle County, and is a sub-installation of Fort Belvoir, Va. The JUIAF will house analytical functions of the Defense Intelligence Agency, a Department of Defense combat support agency, and the National Ground Intelligence Center, a component organization of the U.S. Army Intelligence and Security Command.
The JUIAF will be constructed on a 46-acre site, acquired by the Army in 2006, on the grounds of Rivanna Station, and will comprise between 168,000 and 170,500 gross square feet, a designed occupancy of 1,000 people, and parking for 625 vehicles.
The contract, which the Corps awarded April 1, was issued as a direct result of Department of Defense Base Realignment and Closure actions that became law on Nov. 9, 2005, and require implementation by Sept. 15, 2011.
It is also issued consistent with a Finding of No Significant [Environmental] Impact by the Commander, US Army Garrison, Fort Belvoir, Va. The single design-build base contract is worth $58.5 million, with an additional option, worth almost $2.5 million, to design and construct a new, primary access control point and visitor control center for Rivanna Station. The Corps has 120 days from the date of award to exercise the option. Archer Western has two years from the Corps' notification to design and construct the JUIAF.
The Department of Defense estimates this BRAC action will bring 1,500 additional long-term jobs to the Charlottesville, Va. vicinity, both in the direct additional government and defense contractor workforce that will be housed in the JUIAF, and in indirect workforce (e.g., in the service industry) generated in the area as a byproduct.
A groundbreaking ceremony will be announced separately.
