Engineering Support Section

Prepares budget, preliminary, concept, and bid opening, estimates on military and civil projects. Also prepares reconnaissance, feasibility, design memoranda, and bid analysis for various elements of the sections within Engineering Branch and Construction Branch on civil works projects. Reviews estimates prepared by Architect-Engineer (A-E) firms. Prepares estimates for contract modifications when requested. Prepares and revises instructions to A-E firms for preparation of cost estimates on military construction work. Prepares reports and Cost Analysis Form DD 813. Performs duties as District Value Engineering (VE) Officer, to include coordinating VE studies on military, civil, and environmental projects designed within the Norfolk District, assembling VE teams, leading VE studies, and preparing VE reports for project engineering teams. Coordinates Value Engineering Change Proposals (VECP) with contractors and area offices, forwards VECP to appropriate sections for technical review, and recommends approval/disapproval of VECPs to the contracting =officer. Documents VE savings for the district via a quarterly report, with an annual summary to HQUSACE/NAD.
