Deputy District Engineer for Project Management and Chief, Project Management Division

Mike Darrow is the deputy district engineer for project management and chief, project management division. As the senior civilian for the Norfolk District directs and controls all aspects of planning, engineering, construction, water resources and real estate.

As the Senior Civilian for the Norfolk District; Provides Program and Project Management, and Engineering and Construction Leadership.  Executes oversight of the full range of the $500M+ district program to ensure project delivery, on time, within budget, and in accordance with applicable regulations.  Interfaces internally and externally to assure integrated district efforts to produce quality products.  Provides overall continuity and leadership to ensure commitments to customers are met and program is executed using best business practices.  Provides direct support to GWOT and National or Regional emergency missions.  Provides guidance to the district commander in the execution of District programs and operations.  Serves as the District’s Congressional Liaison. 

Darrow holds a Bachelor of Science degree in civil engineering from Clarkson University (1988) and a Masters of Engineering in Environmental Engineering from Cornell University (1998).  He served 22 years in the Army and his military education includes the Engineer Officer Basic and Advanced Courses, the Armor Officer Advanced Course, Scout Platoon Leader Course, the Army Command and General Staff College, and the Joint and Combined Warfighting School.  

Mr. Darrow most recently served as the Norfolk District’s, Chief, Water Resources Division, and oversaw the execution of the Regulatory, Operations and Planning and Policy Branches.  During this time, Mr. Darrow also served a 9 month tour as the Deputy for Programs and Project Management, Transatlantic Afghanistan District.  Previous to that Mike was the military Deputy Commander, Norfolk District.    Mr. Darrow’s most recent military assignments include Chief, Joint Engineering Training and Doctrine, US Joint Forces Command and Deputy Commander, Buffalo District, US Army Corps of Engineers, Assistant Professor, Department of Geography and Environmental Engineering, United States Military Academy, West Point, NY and Host Nation and MILCON Program Manager for the Deputy Chief of Staff; Engineer, Eighth United States Army, Yongsan Garrison, Seoul Korea.  

Darrow has received the 2016 LTG John W. Morris, USACE Civilian of the Year Award; 2014 LTG Raymond A. Wheeler Medal winner (SAME), Superior Civilian Service Award, NATO Medal, and the Global War on Terrorism Service Medal.

His military decorations include the Legion of Merit, Bronze Star (second award), Defense Meritorious Service Medal, Meritorious Service Medal (fourth award), Joint Service Commendation Medal, Army Commendation Medal (third award); Army Achievement Medal (fourth award), National Defense Service Medal, Southwest Asia Service Medal with bronze star, Humanitarian Service Medal, the Joint Meritorious Unit Award (third award), and Bronze de Fleury Medal.

Darrow is a member of the Society of American Military Engineers, the American Society of Civil Engineers, the Project Management Institute and is a registered Professional Engineer in the Commonwealth of Virginia.
